Indoor localization systems provide the same capability indoors that GPS/GNSS provide outdoors. Standardized testing procedures are needed for such systems before sustainable technical progress can be made and we can see wide deployment and use of this technology. In the first part of this talk, we explain why testing such systems is a challenging test and measurement problem and how the development of the international standard ISO/IEC 18305 addressed that challenge.
In the second part of the talk, we provide two examples of using the standard. One was in the context of the PerfLoc Prize Competition organized by NIST for development of smartphone indoor localization apps. We present how the competition was structured and what kind of performance was achieved by the winning PerfLoc app. The second example deals with performance evaluation of a Wi-Fi-based solution for E911 that meets the benchmarks set by the US Federal Communications Commission today.
